Violent crime continued to fall in the largest U.S. cities along the
Southwest border last year even as neighboring Mexican crime groups
clashed for control of the illegal drug and human smuggling trades.
Ten of the 13 largest cities in Texas, Arizona and California closest
to the Mexico border recorded reductions in overall violent crime,
according to the latest FBI's Uniform Crime Report. Eleven of the 13
also saw reductions in property crime, including burglary and car theft.
While the largest of the border cities â?? San Diego and El Paso â??
also reported declines, murders in each city jumped in 2011. Yet city
officials cautioned that the rise in homicides could not be attributed
to a spillover in violence from Mexico.
El Paso recorded 16 murders in 2011, up from just five in 2010, the
fewest since 1964. This year, the number is up to 23 killings. But
police Sgt. Chris Mears says the larger numbers are within range of the
average for the past 20 years.
"None of these homicides are in any way spillover violence from
Mexico,'' Mears says, adding that a number of the homicides have
involved child abuse resulting in death.
San Diego County Sheriff Cmdr. David Myers says the rise in murder
there â?? from 29 in 2010 to 38 in 2011 â?? was largely attributed to a
"flurry" of domestic-related disputes. None of the deaths were linked to
Mexican violence, though Myers says the cartels remain active in the
region.
El Paso's proximity to one of the most violent cities in Mexico and
world, Ciudad Juarez, prompted widespread fear last year that Mexican
violence â?? which claimed 3,400 lives in Juarez alone in 2010 â?? was
washing into U.S. border cities.
But a 2011 USA TODAY analysis of crime data reported by 1,600 law
enforcement agencies in four border states found that violent crime
rates on the U.S. side of the southwestern border have been falling for
years.
The analysis concluded that U.S. cities near the border are
statistically safer, on average, than others in their states. The new
FBI numbers follow that same pattern.
Police Chief David Bejarano of Chula Vista, Calif., says the entire Southern California region is seeing a similar trend.
Overall crime is down in his city of 250,000, which sits 7 miles
north of Tijuana. But murders increased from two in 2010 to six last
year.
Still, Bejarano, a former police chief in San Diego, says none of the
2011 murders in the region was tied to drug cartels. Instead, he says,
the area has simply seen a rise in domestic violence and "traditional
gang feuds over turf."
While the Tijuana area was once one of the bloodiest regions in the
cartel battles across the border, he says those battles have weakened in
recent years.
Tucson was among the few cities where overall violent crime was up.
Police Sgt. Maria Hawke says the increase was so slight â?? the total
number of violent crimes increased from 3,331 in 2010 to 3,440 last year
â?? that it was "not noticeable.''
The 51 murders recorded last year was equal to 2010, although sexual
assaults jumped from 158 to 204. Hawke says stricter requirements for
reporting of such crimes may have contributed to the increase.

Worker Assulted by Supervisor
The Mexican government reproached a Korean supervisor at a plant in
the central state of Queretaro and offered the victim all the support
necessary.
Economy Secretary Bruno Ferrari gave instructions to his department’s representative in Queretaro to provide all possible help to Jorge Alberto Zamora, an employee of Sam Won Mexico, which is a supplier to Korean electronics giant Samsung.
In an incident that was caught on video, supervisor Kim Jaeoak shook and hit Zamora, 23, in the face. The worker was fired several days later.
The video was posted on the Internet and aroused indignation in Queretaro and around the country.
Zamora filed an assault charge against Kim.
While acknowledging the need to “favor and promote foreign investment in our country,” Ferrari said Mexican authorities will not tolerate “attitudes that infringe on the dignity and safety of workers.”
The incident was also criticized by the Queretaro government, the South Korean Embassy in Mexico City and Samsung Electronics Mexico.
Sam Won and Samsung Eletronics Mexico also offered a public apology to the affected worker and his family.

The Banco Central de Mexico has released a circulating commemorative 10-peso coin marking the 150th anniversary of the event May 5, 1862, when Mexican forces beat back French invaders. The ringed-bimetallic coin was released Sept. 8, on the 150th anniversary of the death of Gen. Ignacio Zaragoza, who died in Puebla, in the state of Puebla in east-central Mexico, from typhoid fever.
Gen. Zaragoza led an army that was overwhelmed numerically by the world power French army, whose justification was the delayed repayment of debt by Mexico.
The general’s portrait appears inside the central reverse of the ringed-bimetallic coin, set against a scene from the battle at the forts of Loreto and Guadalupe. On the outer ring appear the anniversary text, dates and the denomination, surrounding the design.
The Mexican coat of arms appears on the obverse.
The center is made of copper, nickel and zinc and is surrounded by a copper-aluminum-nickel ring.
The coin, with face value equivalent to about 78 cents in U.S. funds, is legal tender. It weighs 10.329 grams, measures 28 millimeters in diameter and has a mintage limit of 30 million pieces.

Though the fifth of May might be best known in the United States for
the parties it inspires, the date is important to Mexico as the
anniversary of the Battle of Puebla.

Veterans Day 2012
Veterans Day.
There are 22 million War Veterans in the United States, according to the Department of Veterans Affairs. This includes veterans from World Wars I and II, as well as the Korean conflict, the Vietnam War and the Persian Gulf War.
Veterans Day was originally known as Armistice Day and was meant to honor the nation's World War I veterans. Armistice Day officially received its name in 1926 through a congressional resolution and became a national holiday in 1938.
World War I, which was known at the time as "The Great War," officially ended when the Treaty of Versailles was signed on June 28, 1919, in the Palace of Versailles outside Versailles, France. Fighting had actually ended seven months earlier, however, when an armistice between the Allied nations and Germany went into effect on the 11th hour of the 11th day of the 11th month. For that reason, Nov. 11, 1918, is generally regarded as the end of "the war to end all wars."
In 1953, Alvin J. King of Emporia, Kan., proposed that Armistice Day be changed to Veterans Day to recognize and honor American veterans of all wars and conflicts. King came up with the idea after his nephew, John Cooper, was killed in action during World War II.
In 1954, at the urging of veterans service organizations, Congress amended the 1938 law that created Armistice Day by striking out the word "Armistice" and inserting in its place the word "Veterans." With President Dwight D. Eisenhower's signature, the legislation became Public Law 380 on June 1, 1954.
The story begins with the famous poem, "In Flanders Fields," written by John McCrae in 1915 ("In Flanders fields the poppies blow / Between the crosses, row on row"). In 1918 Moina Belle Michael, on reading McCrae's poem, pledged to always wear a red poppy as a sign of remembrance. Her idea spread, and in 1924 the Veterans of Foreign Wars launched its "Buddy Poppy" program to help disabled and needy veterans.
Abraham Lincoln The motto of the Department of Veterans Affairs is "To care for him who shall have borne the battle." The line is from the final paragraph of Abraham Lincoln's second inaugural address, which he delivered on March 4, 1865, as the nation braced itself for the final throes of the Civil War.
"God Bless America," by Irving Berlin
In 1938, with the rise of Hitler, Irving Berlin dug out a song he'd written in 1918 for an army camp show, changed a few lyrics, and renamed it "God Bless America." On Nov. 10, Kate Smith sang it as the closing number on an Armistice Day edition of her immensely popular CBS Radio show. In short order it become the "peace anthem" that Berlin had wanted it to be — and Kate Smith's signature song.
According to the U.S. Census Bureau, the 15.8 million veterans — 71 percent — voted in the 2008 presidential election, compared with 63 percent of non-veterans.
Of the 44 U.S. presidents 31 have been veterans? While the Constitution designates the President of the United States as the commander-in-chief of the U.S. armed forces, only 31 presidents have entered office as veterans. No member of the U.S. Marine Corps or U.S. Coast Guard has yet been elected President.
