daily hand-wringing about the state of California’s woeful financial
picture, the following CBS News reports are unbelievable. CalTrans
workers were recently caught (on tape) driving pricey cars and pickup
trucks rented with taxpayer money to buy wine, shop at Nordstrom and hit
the grocery store. These vehicles are costing us hundreds of thousands
of scarce dollars and fly in the face of the Governor’s weak attempt to

Airport People Scanners
Federal government is quietly removing full-body X-ray scanners
from seven major airports and replacing them with a different type of
machine that produces a cartoon-like outline instead of the naked images
that have been compared to a virtual strip search.
They are being moved to smaller airports while Congress presses the TSA to adopt stronger privacy safeguards on all of its imaging equipment.
Upgrades have been made only to scanners. Called millimeter-wave scanners, they resemble a large glass phone booth and use radio frequencies instead of X-rays to detect objects concealed beneath clothing.
The scan is processed by software instead of an airport security worker. If the software identifies a potential threat, a mannequin-like image is presented to the operator showing yellow boxes over areas requiring further inspection, by a pat-down for example.
Besides eliminating privacy concerns, the machine requires fewer people to operate, takes up less space in crowded security zones and completes a scan in less than two seconds, allowing screening lines to move faster.
"It's all done automatically to look for threats, so you don't have anybody in a back room that has to look at the imaging," said Doug McMakin, who led the team that developed the millimeter-wave technology at the Pacific Northwest National Laboratory.
In a statement, officials said speed was the reason for the switch to the millimeter-wave machines.
In addition to speed and space advantages, the millimeter-wave technology does not produce the ionizing radiation that has led to safety concerns with the X-ray machines, which required passengers to stand between two refrigerator-sized boxes. Experts say the amount of radiation is less than what passengers get on the flight itself.

COUNTY - With Sand Dune season almost in full stride, the Bureau of
Land Management wants the public to know of a few changes about The
Imperial Sand Dunes.
In a public meeting held in El Centro on Wednesday, the BLM discussed those changes.
Among them is one that is now a California state law that requires the use of helmets and seat belts when riding side by side vehicles or UTVs.
Officials also talked about the newly released proposed management plan that discusses the changes that will be made to the closures in the Sand Dunes.
And of course the hottest topic was the fee increase that they are proposing.
According to the BLM, the fee increase will ensure that the dunes are properly maintained and remain open.
"We wanna continue on that path", says Dunes Manager Neil Hamada. "We wanna continue to keep the dunes opened and we wanna continue to provide those Access Points; Wash Road, Gecko Road, Dun Buggy Flats Road, and Buttercup Roads. We wanna keeps those opened and we need funds to that so we're proposing the fee increase".

Sears and their employe troops
Sears - Christmas shopping this year.
I know I needed this reminder, since Sears isn't always my first choice. It's amazing when you think of how long the war has lasted and Sears hasn't withdrawn from their commitment. Could we each buy at least one thing at Sears this year?
What commitment you say?
How does Sears treat its employees who are serving in our military? By law , they are required to hold their jobs open and available, but nothing more. Usually, people take a big pay cut and lose benefits as a result of being on active duty.
Sears is voluntarily paying the difference in salaries and maintaining all benefits, including medical insurance and bonus programs, for all employees who are serving.
I submit that Sears is an exemplary corporate citizen and should be recognized for its contribution. I suggest we all shop at Sears at least once this year. Be sure to find a manager to tell them why we are there so the company gets the positive reinforcement & feedback it well deserves.

San Diego Mexico El Chaparral Entry Gate
Starting today Wednesday Oct 24, 2012, Mexico will
begin routing southbound traffic from San Diego to Tijuana through the
new El Chaparral port of entry, whose formal opening is scheduled for
Nov. 1.
A statement Tuesday
from the Mexican Consulate in San Diego said the aim is to “allow users
to become familiar with the new entry route to Mexico and with the
operation of the new installations.”
The
new port of entry is envisioned as a replacement for the current
southbound lanes at Puerta Mexico. It is part of the massive redesign of
the international crossing involving both the United States and Mexico.
President
Felipe Calderon said this month that during an initial transition
phase, the southbound lanes at both Puerta Mexico and El Chaparral will
be open.
Drivers will be
routed to El Chaparral through a temporary five-lane roadway that leads
from the end of Interstate 5, which then fans out as it reaches El
Chaparral, where there are 22 inspection lanes.
The
U.S. government plans to build a permanent connection between I-5 and
El Chaparral once Congress provides funding for the next phase of the
San Ysidro port renovation and expansion.

Smucker Un-crustables recalled
Officials
have told school lunch programs across the country to check to see
whether they have any Smucker's Uncrustables sandwiches that might
contain peanut butter made by a New Mexico company that is being
recalled because of potential salmonella contamination.
The J.M. Smucker Co. used peanut butter that was produced by Sunland Inc. and supplied by the U.S. Department of Agriculture in "limited production runs" of 72-count bulk packs of the sandwiches that went to schools under the National School Lunch Program, Smucker's spokeswoman Maribeth Badertscher said in an email Thursday.
Un-crustables are pre-made peanut butter and jelly, pocket-like, circular sandwiches.
The Orrville, Ohio-based company tests all the incoming USDA-supplied peanut butter it gets, and tests finished products before distributing them, and found no problems, she said.
But out of "an abundance of caution," and working with federal agencies, she said, Smucker's recently notified school customers that they should check to see if they still have any of the crustless frozen peanut butter and jelly sandwiches from the recalled lots, which all have either expired or will expire soon. They should not be served to students, the company said.
No other Smucker's products contain peanut butter from Sunland or other outside suppliers, Badertscher said. She said she did not immediately know how many sandwiches were involved.
Sunland shut down its plant in Portales, N.M., last month and recalled more than 200 products made under a variety of brand names after salmonella was found in Trader Joe's Creamy Salted Valencia Peanut Butter. Thirty-five illnesses in 19 states have been linked to Sunland, but no illnesses have been linked to the Uncrustable sandwiches.
"When USDA learned of the FDA recall of certain products manufactured by Sunland, Inc., we coordinated with state agencies to immediately notify individual school districts and ensure that recalled products were identified and destroyed," USDA spokeswoman Alyn Kiel said in an email.

Halloween Costumes found unsafe
Federal inspectors have seized nearly 1,400 Chinese-made pirate
costumes being shipped to Seattle after high levels of lead were found
in the buttons and the trim. The costumes, worth about $10,000,
had 11 times the legal limit for lead, said Mike Milne, a spokesman for
U.S. Customs and Border Protection in Seattle. The pirate outfits were
headed to a Seattle-area distributor and will eventually be destroyed,
he said.
The costumes were diverted to a warehouse for testing in mid-September and the lead levels were confirmed about a week ago, Milne said. The shipment was chosen for inspection because of a past violation, Milne said, without identifying the violator.
“We target shipments for a variety of reasons,” he said. “It could be
the history of the shipper, the manufacturer, it could be the history
of the importer or it could be the commodity itself that we’ve had prior
violations with.” The costumes were tested for lead by the
Consumer Product Safety Commission. Problems could have occurred if
children had put the buttons or trim in their mouths, exposing them to the toxic substance.
High levels of lead in a child's blood can cause vomiting, coma or convulsions. Even low levels can cause learning difficulties and ability to pay attention. In May, the Centers for Disease Control and Prevention lowered the threshold level for lead poisoning in children to 5 micrograms per deciliter, down from 10 micrograms per deciliter.
“We consider any kind of a children’s product that violate levels of lead to be significant,” said Craig Mabie, a commission compliance investigator in Seattle. “The real emphasis here is that we’re being proactive by looking at this stuff at port of entry before it has a chance to be distributed to commerce.”

The city of Yuma is hosting its quarterly Household Hazardous Waste collection day Saturday from 8 a.m. to noon at the city's North Public Works Yard, 265 W. 13th St. (13th Street between 4th Avenue and 1st Avenue).
Open to all city of Yuma residents at no charge, the Household Hazardous Waste program is the safest way to dispose of such products as unwanted corrosive, flammable or toxic material used in your home, car or truck, garden and lawn. In addition, it is an opportunity to dispose of electronic waste such as an old television set or to recycle cans, paper and other materials.
Items accepted at Saturday's drop-off include:
Motor oil Antifreeze Paint Solvents Household cleaners
Pesticides Fertilizers Batteries Tires (limit five; must be off the rim)
In addition, people can drop off electronic devices they no longer want, including:
Home computer components TV sets VCRs/DVD players Cell phones Home phones
People may also drop off aluminum cans, cardboard, paper, plastics, documents and shredded paper for recycling.
The collection day is just for residential waste and is not open for business or commercial waste or recycling materials. Other items that aren't accepted are large household appliances, explosives or ammunition, pressurized gas or radioactive materials.
The next Household Hazardous Waste collection day will be Jan. 12.

CHO Fuku Group of El Monte says it's recalling 5-ounce packages of Sanh Yuan Preserve Fruit-Preserved Plum that may dose children with 5 ½ times more lead than they should receive.
QFCO, Inc. of Burlingame is recalling Chan Pui Mui Preserved Plum. The recall involves 14-ounce bags with the lot numbers QFC107 and QFC108.
The company says high levels of lead in the product can cause health problems, especially in infants, small children and pregnant women.
The fruit was imported from Taiwan and Hong Kong.
Anyone who bought the fruit is urged to return it to the place of purchase.

Imperial Dunes--Dune enthusiasts can start prepping their RV's and toy trailers, local ranger stations open Thursday.
Both the Coahuilla and Buttercup ranger stations in the Imperial Sand Dunes will staff park rangers to provide information and emergency medical services to dune visitors.
El Centro field manager, Margaret Goodro said this year they're highlighting three main safety messages, "Watch for terrain hazards", "Wear seat belts and harnesses on and off-road" and "drive no more than 15 miles per hour within 50 feet of camping areas and people."
Halloween is usually the opening holiday for the dunes season.

QUARTZSITE, AZ - Pavement work on State Route 95 north of Quartzsite has been rescheduled to next week because of the weather.
Drivers traveling between Quartzsite and Parker are advised to plan ahead and allow extra travel time.
The project is now scheduled for Monday, Oct. 15 through Wednesday, Oct. 17.
Traffic will be intermittently stopped and workers will escort drivers through the work zone from 8a.m. - 6 p.m. daily.

Squirrel Revenge
Hope he likes his squirrel well-done.
A fire that ravaged an apartment complex in Holland Township, Mich. reportedly started because a resident was a little clumsy with a propane blowtorch, which he was using to prepare a squirrel carcass for eating.
The blaze started at about 12:30 pm Wednesday, Michigan Live reports. The resident was on his third-floor patio, using the torch to singe the fur off the dead animal, when he accidentally ignited the deck.

The blaze started at about 12:30 pm Wednesday, Michigan Live reports. The resident was on his third-floor patio, using the torch to singe the fur off the dead animal, when he accidentally ignited the deck.

Non-U.S. visitors cause Mexico tourism to grow

Mexico reported a 77% increase in visitors from Russia, a 61% rise from Brazil and a 38% increase from Venezuela, In the first half of the year, While U.S. travelers dropped 1% .
The Major number of visitors are still from the U.S. and Canada. but the other countires percentage is moving up from places like Russia, Brazil, Peru and Columbia.
Mexico expects tourism visitors to be over Twenty-Four million visitors in 2012, while last year the number was over Twenty-Three million.
The gross domestic product is about Ten percent from Tourism!

The pints involved have the UPC symbol 8 94509 00231 9 and expiration dates ranging from February 2013 to August 2014.

No illnesses have been traced to Clemmy's ice cream, but at least 35 salmonella illnesses in 19 states have been traced to Trader Joe's peanut butter, which came from the Sunland plant.

Bicycles Defend Their Place in Mexico City’s Concrete Jungle

Bicycle transportation is starting to make headway in the Mexican capital.
MEXICO CITY, Oct 9 2012 (IPS) -
Juan Longueiro, 56, uses the bicycles of the Ecobici system three times
a day, to commute to and from work and to exercise along the Paseo de
la Reforma, a central Mexico City avenue.“I think it’s a good service,” he told Tierramérica. “I use it in the morning and in the afternoon to go to and from the office, and at noon to get exercise,” said Longueiro, who works for the Ministry of Public Education and in September signed up for the Ecobici Individual Transport System, which the city government launched in 2010.
There are 32,500 users of the system, who have used the bicycles some 4.7 million times so far. In September, the left-wing city government expanded the system to Polanco, a neighborhood on the west side of the city. Ecobici now has 168 stations and 2,380 bicycles in the central and western parts of the capital.
But the program still faces many challenges, to reach lower-income parts of the city and increase the promotion of the bicycle as a healthy, environmentally friendly means of transport.
Ecobici “has helped change the way people see bicycles; that has been very important,” Areli Carreón, the president of the non-governmental Bicitekas, told Tierramérica*.
She said the question is the future viability of the initiative. “We have to see if it expands to lower-income areas,” she said.
Members register with Ecobici and pay an annual fee equivalent to 30 dollars. That gives users the unlimited right to use the bicycles for 45 minutes at a time as many times as they like year-round. If the user does not return the bike within 45 minutes, they pay between 70 cents and two dollars.
One reason Ecobici has grown is the government subsidy it receives, of around seven million dollars.
The Mexican branch of the U.S. company Clear Channel Outdoor has the concession to offer the service. With its Smartbike line of bicycles, it is promoting similar initiatives in cities in Spain, France, Norway, Italy and the U.S.
The Mexico City government also has a program to lend out bicycles on the Paseo de la Reforma, one of the city’s main avenues, and it has built stations where any rider can park their bicycle.
The authorities estimate that local residents make over 120,000 trips a day on bicycles in the city.
The promotion of bike-riding forms part of the Green Plan adopted by the city government in 2008, which includes the creation of 6.8 km of exclusive bike lanes and 60 km of bike paths in the southern and western parts of the city.
In Culiacán, on the northwest side of Mexico City, bicycles are “a new form of recreation and have become a symbol of identity for the city,” architect Juan Rojo, who has been an active bike rider since 2008, told Tierramérica.
In that city of 675,733 people, there are 9,000 people who get around by bicycle, and the municipal government plans to build 30 km of bike paths. “It is a growing alternative form of transport,” said Rojo, director general of the Ciclos Urbanos association.
Since 2009, Ciclos Urbanos has organised the Ciclonoche on the first Tuesday of every month – a seven-kilometre, one-hour night-time ride in which 14,000 people from Culiacán have taken part.
Ciclos Urbanos estimates that 8,000 liters of gasoline were saved and 21 fewer tons of carbon dioxide were emitted as a result of those rides.
An assessment by the Mexican Centre for Sustainable Transport (CTSEMBARQ) found that Ecobici users were more likely to leave their cars at home, and that the means of transport that was most replaced by the bicycle was the microbus, one of the six kinds of public transport in the city.
The non-governmental organisation will study the impact of Ecobici on air quality, because increased bicycle use implies a reduction in the use of polluting means of transport.
What is needed is “an integrated system of transport, with different modalities and sustainable parking stations,” said Hilda MartÃnez, manager of air quality and climate change in CTSEMBARQ, which depends on the Washington-based World Resources Institute (WRI).
The Ministry of the Environment and the Centre for Mexican and Central American Studies organised a survey among 1,000 users of Ecobici, whose results will be published in November.
“It must be evaluated whether Ecobici is the best way to promote the use of bicycles. What we say is that it is not the only option to promote urban cycling. Infrastructure on every street, or exclusive bike lanes, are not indispensable,” Carreón said.
The government wants to expand the program this year to 4,000 bicycles, 275 stations and 87,000 users, as well as 42 km of bike paths.
By 2013, the aim is to add another 35 km of paths, with the expansion in neighbourhoods far from the centre, in the southern and eastern parts of the city.
Some, like Rojo, suggest adopting a system of public bicycles, with the payment of fees for individual trips, which would become a form of individual public transport.
MartÃnez said “the ideal would be to invite another partner to finance the program, because it could become self-financing.”
As a user, Longueiro says better promotion of the system is needed. “There are people who work with me who don’t even know about it,” he said, while returning the bicycle.

Santa Clara del Cobre Mexico Copper
If you like things made out of copper, you'll love the little village
of Santa Clara del Cobre out in the boonies of the western Mexican
state of Michoacan. Here, the cobbled streets are lined with hundreds of
shops selling everything from copper jewelry to copper vases, pots and
frying pans to huge copper bathtubs -- and all at stunningly low prices,
perhaps half of what you'd pay back in the States. If you could even
find such goods back home.

Where does all the copper come from? At one time there were copper
mines around these parts, but they petered out long ago. After that, the
town got the word out that it would buy all the scrapped copper it
could get its hands on. Like old copper wiring, cables, pipes and tubes,
rain gutters, roofs and even tossed out building domes and spires.
Today, truckloads of the shiny metal pour into Santa Clara, much of it sent by electric companies from around the country. Here, pieces of the scrapped metal are first melted down in foundries into pure copper ingots, typically the size of a loaf of bread. Particular articles are then pounded into shape by teams of sweating guys taking turns whacking the red-hot ingots with sledge hammers. A single item, perhaps a large bowl, might be fired, hammered and dunked in tubs of water a dozen or more times before it's finished.
One shop specializes in copper birds.
A spokesman at Casa Felicitas, one of the town's largest craft shops,
said the shaping process "can take as little as a day to as long as a
month." He said a copper sink, for example, takes three days to make.
Among hundreds of copper bargains on display at the shop, the sink sells for about $400 (it could easily go for $1,000 or more in the U.S.), a two-foot-high vase is priced at $250 and a frying pan at $14. At the upper end, a copper bathtub is a steal at $1,800.

Just about everyone in this town of 10,000 people makes his or her living from the copper business in one way or another.
"Coppersmithing at Santa Clara has been going on for centuries," says historian Jaime Capulli in Mexico City. "In pre-Hispanic times the native Purepechas were the tough kids on the block because this area was one of the few spots with the ore needed to make metal weapons."
Santa Clara del Cobre, named for St. Claire (the town's patron saint) and the Spanish word for copper, was founded in 1553. Its heritage, culture and colonial ambiance helped the city qualify as one of 57 pueblos magicos (magic cities) across Mexico.

Copper shoppers from the U.S. and other countries often fly to
Morelia, the state capital of Michoacan, then either rent a car or a
pickup truck for an hour's drive to Santa Clara. Purchased goods can be
hauled back to the airport at Morelia to be shipped home or shipped
directly from Santa Clara.
Serious shoppers can opt to spend the night at a handful of tourist-class hotels around Santa Clara including the Camino Real and the Cabanas Mi Betania .
Visitors staying in Morelia have a choice of a dozen or so upscale boutique hotels, mostly in the city's colonial district, or at the award-winning Villa Montana on a hillside overlooking the town. Day-tours from Morelia stop at Santa Clara along with other small cities in the area such as the World Heritage site at Uruapan and another pueblos magicos at Patzcuaro.

Today, truckloads of the shiny metal pour into Santa Clara, much of it sent by electric companies from around the country. Here, pieces of the scrapped metal are first melted down in foundries into pure copper ingots, typically the size of a loaf of bread. Particular articles are then pounded into shape by teams of sweating guys taking turns whacking the red-hot ingots with sledge hammers. A single item, perhaps a large bowl, might be fired, hammered and dunked in tubs of water a dozen or more times before it's finished.
Among hundreds of copper bargains on display at the shop, the sink sells for about $400 (it could easily go for $1,000 or more in the U.S.), a two-foot-high vase is priced at $250 and a frying pan at $14. At the upper end, a copper bathtub is a steal at $1,800.
"Coppersmithing at Santa Clara has been going on for centuries," says historian Jaime Capulli in Mexico City. "In pre-Hispanic times the native Purepechas were the tough kids on the block because this area was one of the few spots with the ore needed to make metal weapons."
Santa Clara del Cobre, named for St. Claire (the town's patron saint) and the Spanish word for copper, was founded in 1553. Its heritage, culture and colonial ambiance helped the city qualify as one of 57 pueblos magicos (magic cities) across Mexico.
Serious shoppers can opt to spend the night at a handful of tourist-class hotels around Santa Clara including the Camino Real and the Cabanas Mi Betania .
Visitors staying in Morelia have a choice of a dozen or so upscale boutique hotels, mostly in the city's colonial district, or at the award-winning Villa Montana on a hillside overlooking the town. Day-tours from Morelia stop at Santa Clara along with other small cities in the area such as the World Heritage site at Uruapan and another pueblos magicos at Patzcuaro.

Two detained in Mexico for U.S. Border Agent Shootings.
MEXICO CITY - Mexican troops arrested two men on Wednesday suspected of involvement in the killing of a U.S. Border Patrol agent shot dead in Arizona while responding to a tripped ground sensor, Mexican security officials said.
The agent who died was among three who were patrolling on foot about 5 miles north of the international border when gunfire erupted well before daybreak on Tuesday. A second agent was also wounded while the third, a woman, was unharmed.
The agents involved in the incident had been patrolling in an area near the border town of Naco, well-known as a corridor for smuggling, and the Cochise County Sheriff's department has said that tracks were found heading south after the shooting.
The two suspects detained in Mexico were arrested in a Mexican military operation in the city of Agua Prieta, in Mexico's northern Sonora state, a few miles from the spot where Nicholas Ivie, 30, was shot dead, a Mexican Army officer, who declined to be named, told Reuters.
A Mexican police official in Naco, across the border from the Arizona town of the same name, confirmed the arrests, which occurred in the early hours of Wednesday.

New Oil Reserve in Gulf of Mexico
Months of rumors have ended with authorities confirming the discovery of a large oil reserve in the Gulf of Mexico near Matamoros. Mexican President Felipe Calderon made the announcement Friday morning.
Mexico's national oil company PEMEX reported on Twitter that the deep water Supremus 1 well has yielded light crude. The new oil well is located about 155 miles away from Matamoros and 39 miles off the Mexican coast.
According to PEMEX, the well is expected to be the deepest in Mexico and the eight deepest in the world.

Naco, Ariz. Border Agent Killed another wounded!

A U.S. Border Patrol agent was killed and another wounded in a shooting near the U.S.-Mexico border in Arizona, the Department of Homeland Security said Tuesday.
The agents were shot while patrolling in Naco, Ariz., at about 1:50 a.m. MST Tuesday, according to the Border Patrol.
The wounded agent was airlifted to a hospital after being shot in the ankle and buttocks, according to Homeland Security.
Authorities have not identified the agents who were assigned to the Naco, Ariz., station about 100 miles southeast of Tucson.
The last U.S. Border Patrol agent fatally shot on duty was Brian Terry, who was killed in a shootout with Mexican bandits near the border in December 2010.
The shooting was later linked to the Fast and Furious gun smuggling operation.

General Mills today
announced a voluntary recall of a limited number of Cascadian Farm
Granola Bars containing peanuts. This action is being taken as a
precaution because peanut pieces in the products may have been sourced
from Sunland, Inc., a peanut supplier that recently expanded its recall
of peanut ingredients.

recall notice from a former supplier of peanut butter base, Toft's has
issued a voluntary recall on 48 oz cartons and 3 gallon tubs of Buckeye
Bites Ice Cream with expiration dates of March 14,2013 or before. Any 48
oz or 3 gallon tub of Toft's Buckeye Bites with an expiration date
after March 14, 2013 is NOT involved in this recall due to us switching
peanut butter suppliers on March 15, 2012.

The Dean Foods Company
of California processing facility in Buena Park, Calif., and Meadow
Gold Dairy processing facility in Orem, Utah, are taking the
precautionary measure to voluntarily recall two ice cream varieties
manufactured for Albertsons supermarkets. This recall was initiated
because the affected products contain a peanut butter ingredient
supplied by Sunland, Inc. which may be contaminated with Salmonella. The
peanut butter manufacturer Sunland recently expanded its nationwide
product recall.

that Sunland is expanding the range of dates involved in their recall.
As a result, we are recalling four additional non-expired code dates of
MoonPie® Crunch Peanut Butter product: 10/29/12, 12/10/12, 01/07/13, and
01/29/13. Consumers who have purchased this item are urged not to eat
the product, and to dispose of it or return it to the retailer for a
full refund. Expired product should be destroyed as well.

production of certain lots of the products and have the potential to be
